Cross Border Auto Transport


Anyone who has attempted to import a vehicle to Canada knows that you can’t simply drive your vehicle across the border. Border agents will usually inspect your vehicle, and if a car is full of personal belongings, they may deny entry entirely. All vehicles have specific export paperwork that’s required to be filed with United States Customs (CBP) and import paperwork required to be presented to Canada Customs (CBSA) along with paying associated Federal tax and duties.

IMPORT FEES QUOTE: If you require a quote on import fees when importing a vehicle into Canada, please give us a call. The quote will include GST, Duty, RIV and import processing fees. Actual cost to import will be determined using the exchange rate of the day they are processed.


There are two pieces to a successful move across the border, TRANSPORT and CUSTOMS PAPERWORK. A Complete U.S. to Canada Checklist & Forms can be downloaded from the FORMS section.


  1. Transport: To arrange pick‐up of the vehicle in the U.S. and delivery of the vehicle in Canada requires everyone staying on the same page. That includes the seller, dealer or person moving, the buyer or person receiving and Turbo Auto Transport coordinating the paperwork and transport. Getting accurate information up front helps to get the vehicle scheduled when it’s ready to go, and not before.
  • It is Turbo Auto Transport’s goal to get your vehicle moved as close to the target date as possible. Pricing is based on getting your vehicle moved within 72 hours of the target date. Time sensitive pick up dates and times usually require extra effort and will be priced accordingly or added to the transport fee.
  • Pick up dates from Dealers are based on receipt of payment and completion of the title paperwork. Sometimes this can be delayed up to one to two weeks waiting for titles. Turbo will work with the dealers to stay on top of the release date. Original U.S. Certificate of Title MUST be with the vehicle when it crosses the border.
  • Private purchased vehicles are usually less of a problem unless payment is delayed.
  • Unless it is an enclosed transport trailer, most open transport vehicles will need to change trailers before it can cross the border. Less than 1% of US carriers are licensed or willing to transport vehicles into Canada. Again, Turbo does this every day.
  • Once Customs paperwork is prepared, filed and verified with Customs and border office, Turbo will get the vehicle scheduled on the next available open trailer slot.
  • Clearance can also be done at the Bonded Warehouses. Please call for details on how to “self-clear”.
  • Payment for transport will be processed when the vehicle has been confirmed loaded. This can be paid for by credit card (form attached) or wire transfer to US bank account. Contact accounting if payment by wire or direct deposit. Transport payment is in U.S. Dollars.


2. Customs Processing: This is the handling of the customs paperwork required to process your vehicle across the border. Lack of proper paperwork is the biggest problem getting a vehicle across the border on‐schedule.


  • Turbo Auto Customs Specialist will guide you through the process to collect the proper documentation for Turbo to process both US Customs Export paperwork and Canada Customs Import paperwork. A complete checklist with forms will be emailed to your or can be downloaded from the “FORMS” page.
  • Collection of the documentation needs to be timely and complete. The goal is to get the paperwork gathered before the vehicle loads. This way the customs paperwork can be processed while the vehicle is in transit and will not delay the vehicle crossing the border. If it is a purchase and you need Turbo to talk to the salesperson, please let us know. If the TITLE is not ready when the vehicle is ready to load, Turbo can make arrangements to meet the title up with the vehicle before it crosses the border. The title must be sent via a tracking courier such as FedEx or UPS and fees will be the responsibility of the seller or buyer.
  • Once paperwork is received and the vehicle is loaded and Turbo Customs Specialist will be handling your importation. We will start the process to file your export paperwork with US Customs and import paperwork with Canada Customs.
  • If you have your own Customs Broker, we will need to know the name, phone number and contact. You should make sure your broker is processing both U.S. Customs and Canada Customs paperwork. If Turbo Auto Transport gets to the border and paperwork has not been filed or is missing, a wait‐time of $100 per hour will be charged, or the vehicle will be unloaded and put in storage. Importer will be responsible for all storage fees before the vehicle is delivered or upon delivery.
  • Customs/Import process and fees are explained in detail in the next section.
  • If you are having Turbo process your customs entry, we charge $325.00 CAD customs processing fee. The processing fee, GST/DUTY/RIV will be paid in Canada in Canadian Dollars. An email will be sent to you with an invoice and payment link. Importer can pay the fees by credit card, Interact or funds can be wired to a Canadian account. Instructions will be provided if making payment by wire.


Note: Recall reports are required for vehicles 15yr or newer. Some manufactures will not provide a recall letter to you in the U.S… In that case, a recall letter must be obtained from the Canadian dealership once the vehicle has been received in Canada. If possible, Turbo suggests you make the recall letter a requirement of your purchase in the US unless it is a manufacture’s requirement to obtain it in Canada to maintain vehicle warranty.


U.S. TO CANADA CUSTOMS INFORMATION

There are three ways to import a vehicle into Canada:


   1. Temporary Import

   2. Permanent Import

   3. Canadian vehicle returning (returning goods)


Temporary Import of Informal Entry


Informal entries are for vehicles where the owner is there on a temporary basis. Examples are:


  • Seasonal Resident (12 months or less)
  • Work visa (36 months or less)
  • Students


Vehicles cannot be sold or traded in Canada. They must return to US to change ownership or go through a formal Import process and re-enter Canada. Turbo can also help you with this process. Fees will apply.


Temporary Imported vehicles can be temporarily registered in Canada so Canadian insurance can be acquired.


Permanent Import


Permanent entry is required for all vehicles permanently entering Canada. Depending on who is importing the vehicle, formal clearance may be required before the vehicle can cross the border or Turbo can deliver to a bonded warehouse for self-clearance.


Payment of GST/Duty is required along with RIV on vehicle 15yr old and newer. Depending on the nature of the move, exemptions may apply which will reduce the amount of GST/Duty paid.

Canadian Vehicle Returning (Returning Goods)


Returning Canadian vehicle can be brought into Canada two ways on a commercial carrier.

   1. In-bond

   2. Formal Entry


In-Bond: The following types of entries must go IN-BOND to bonded warehouse to be self-cleared:


   1. Any personal items in a Canadian vehicle returning to Canada

   2. Any Canadian going back to Canada temporary with US vehicle

   3. Canadian moving back to Canada with US vehicle to qualify for $10,000 value exemption

   4. Any person going in under WORK-VISA

   5. Immigrant moving to Canada to qualify for GST/Duty exemption


Formal Entry: This is for a Canadian vehicle that can be cleared at the border and delivered to a Canadian address. No personal items can be in the vehicle. Fees do apply to file this type of entry.


ITN REQUIREMENT for U.S. TO CANADA, Automated Export System (AES)

Exporting Used Self-Propelled Vehicles


Starting October 3, 2014, the U.S. Census Bureau (Census) Foreign Trade Regulations (FTR) mandates filing of export information through the Automated Export System (AES) for all used self-propelled vehicles 72 hours prior to export regardless of destination or value. (Reference: Federal Register Notice 78 FR 16366, Title 15 Code of Federal Regulations (CFR) Part 30.2(a)(1)(iv)(H) and 15 CFR 30.4(b)(5)


Whether driving the vehicle across yourself, or on a auto transport carrier, all exporters, carriers or freight forwarders must submit proof of ownership documentation as required under 19 CFR 192 along with the AES filing proof of filing known as the Internal Transaction Number (ITN) which must be clearly visible on the export documentation 72 hours prior to export not counting weekends.


Pursuant to the FTR, civil penalties not to exceed $10,000 per violation may be imposed for failure to file export information in AES, delayed filing, filing of false or misleading information, and other violations of the FTR.

NOTE: Before bringing a vehicle into the United States, please decide how long the vehicle will be in the states as to whether you will be entering as a temporary import for a formal import. U.S. Customs defines the following:


  • Temporary Import (3299) is any vehicle that will be in the U.S. 12 months or less.
  • Formal Import (7501) is a vehicle that will be in the U.S. longer than 12 months and will be titled and licensed in the U.S.

If this is the case we will work with the person at pickup to meet at a large parking lot or terminal, or arrange a tow truck to pick up the vehicle. Tow charge will apply.

  • Private purchased vehicles are usually less of a problem unless payment is delayed.

CANADA TO U.S. CUSTOMS INFORMATION

There are three ways to import a vehicle into the US:


3299 Entry – Temporary Import:

a. Canadian vehicle that will be in the United States (US) 12 months or less. Examples of Canadian vehicles are snowbirds (seasonal visitors), less than 1-year work visa or students. These vehicles cannot be titled, sold or traded in the US. They must return to Canada to change ownership.

b. US titled vehicle returning to the US. (must provide copy of US title or registration AND have the original US title in the title holder’s possession)


7501 2A & 2B Entry: Formal Entry by an individual, with a Manufacture Compliance Letter

2A: US vehicle that was imported into Canada and the US title was surrendered as part of the formal import process in Canada. Vehicle will be re-titled and registered in the US. (a copy of the US title can serve as the compliance document. Otherwise need a manufacture’s compliance letter)

2A: US titled vehicle that changed ownership in Canada and the new owner is importing the vehicle back into the US. (must provide copy of US title as proof of compliance)

2B: Canadian vehicle that is being brought into the US for more than one year and will need to be titled and registered in the US. Must have a compliance letter and meet FMVSS and EPA standards. Examples are work-visa longer than 1-year, permanent relocation (immigrant).


7501-RI Entry (Box 3): Formal Entry by a dealer or company, requires Registered Importer to process entry.

Import Requirements: To import a vehicle 25 years and newer into the US, it must be compliant to FMVSS (Federal Vehicle Motor Safety Standards) and EPA (Environmental Protection Agency) standards. Regardless of the year of the vehicle, USDOT Form HS-7 and EPA Form 3520 are completed and filed upon entry along with the applicable compliance bond and entry paperwork required for a commercial entry when crossing the border via a commercial carrier.


Note: Commercial procedures are different and more stringent than Self-Clearing by Importer. If order than 25 years, the FMVSS and EPA do not apply for compliance but paperwork still needs to be filed. Note: Vehicles manufactured after September 1, 2007 must have TPMS (Tire Pressure Monitoring System) to be FMVSS compliant.


Border clearing process: When clearing a vehicle at the border, US Customs (CBP) now x-rays all vehicles prior to entry. If there is anything suspicious in the x-ray, the vehicle(s) is unloaded and searched. This process takes 1-4 hours if all goes well, up to 8-10 hours if there are problems. This is all prior to the driver handing in the clearance paperwork to US Customs (CBP).


Once past pre-clearance, the paperwork is handed to the CBP Agents for inspection. Fines up to $5000 can be given to the carrier/driver for not having the correct paperwork at this point. If all paperwork is good, the Agent takes the paperwork, i.e., 3299, HS-7 (Safety Declaration), 3520 (EPA), proforma, signed manifests, etc., and the vehicle is released. If a 3299 entry, NONE of this paperwork is given back to the driver to put in the vehicle.


3299 Entry: There will be no 3299 paperwork in your vehicle and you will not receive any paperwork from CBP.


Formal Entry: Upon acceptance of the entry, CBP issues a stamped Summary Entry Form 7501. It can take up to four (4) weeks for US Customs to issue back to the Broker. The stamped CBP 7501 along with the HS-7 and 3520 will be mailed to the importer’s address. If Importer’s address is different than on the customs entry paperwork before receiving FORM 7501, please contact the processing agent/broker as soon as possible and provide your new delivery address. Note: CBP will not research inquiries prior to three (3) weeks upon date of crossing the border.


IMPORTANT – Registering Your Vehicle: Importer will not be able to title and register their vehicle with a DMV (Department of Motor Vehicles) until you have received stamped FORM CBP 7501. Importer will need to contact the DMV in the state they are moving to for additional state required forms, inspections, etc. This is not part of the customs documents that will be processed at the border.


Once you receive FORM CBP 7501, bring the 7501, Canadian title, bill-of-sale (if applicable), additional documents to the DMV. Importer will be responsible for safety inspection, title, registration fees and applicable taxes.”
